My good just look at all of those people gathering there, everyone of them is wearing a hat of some description. Lovely photo Peter.

My educated guess is that the lady addressing the throng was part of the Suffragette movement.
The date 1910 is right!

I have that photo in my records and that lady is an activist in the Sufragette movement
