Council flower displays

Sure I wrote about this last year and year before, they spend literally thousands buying and planting flowers for parks main roads etc, just one example of there stupidity, coast road down Shields all the flowers planted either dead or stagnant all because they haven't got the common sense to use fertiliser .It's typical of S.T.C. what a waist of public money,ps it's a good job the cameras for the G.N.R. don't go that far down cause that would really show them up.
This Council are Deeeeeeep in Debt and one of the worst performers in the country. I read the debt is so massive it would need about £40,000 from every person in S Tyneside to clear the debt. Why do we need 54 Councillors? What must that cost per year.
