Lord Collingwood was born in the same building, but I don't think he got his haircut there.

Ray, typical of greedy property owners. The history of George Scott' barbers is brilliant and is a major part of Newcastle's history going back over 100 yrs. To triple the rent is criminal and they'll know the business can't afford it. Greed greed greed all the way. At least the building itself will survive but that's not the point. It may be of course that the rent has been held at an artificially low level for a number of years and this is catch up.
The point is we don't know and sentimentality has no part in setting a fair market rent.
If my advice were asked I would be recommending that the tenant appoints a professional valuer/arbiter to act on their behalf.
However it would be nice for the business to survive
