Now to truly conquer them you have to destroy what made them functional. That means make using their language, religion, their religions and culture, and force them to use the colonial language,if possible the conquer's religion, and the customs of the colonist, also force them into schools of the colonists to learn how great the colonist culture was, while negating the culture of the native people. Look at those now Third World countries now and see the damages still there from colonial times .
The raw material wealth is still controlled most by the former colonial power, while most of the local people work for poverty wages. Note that so many Third World countries developed little in the way of manufacturing, as that was discouraged so that do the countries would have to import manufactured things, leading to large debts.
