Portland has 657,267 people same problem with earthquakes of 9 on the Richter scale and tsunami.
The same goes for the coastal communities and those forty miles up river.
So people affected would be over a million. Most of the present buildings would not survive the earthquake or tsunamis. The same goes for most the infrastructure, roads, highways, power grids, water systems, information systems, ports, airports, hospitals medical buildings.
Might I remind you of a hurricane that ravished the southeast United States. How long did it take for supplies to reach those people? Just the possible earthquake and tsunami would affect far more people and take far longer to get even basic
supplies. Meanwhile, how many would die before any got to them. Think of the injured. Rebuilding would take decades as there would be far more damage and a long term economic collapse.
Remember, I am only talking about a repeat of the earthquake and tsunami. I did not even consider the possibility of volcanic eruption.
Go back and reread the artice and get real in your expectations.
