Most people have federal income tax withheld from their paychecks. And some get it all back. They are part of the 40% who pay no federal income tax.

Doesn't change the fact that for 2025, around 40% of families paid no federal income tax.

In fact some of those 40%, that have Earned Income Credit, even get more back than they paid in, because of refundable tax credits.
