Should we treat civil violations & violators as criminal(s)?

I say no.

Our correctional facilities are already overburdened to the point of sometimes requiring early release of violent offenders. Civil violations are best punished by either monetary penalties or non-custodial (tat is, the offender lives art home) work programs.

For all that effective rehabilitation is important, the primary purpose of prisons and jails is to protect society from criminal offenders.

Were BLM riots considered civil violations?

The individual actions can be so categorized, but I'd be pretty confident most charges that arose out of those incidents would have been criminal cases, not civil ones. It's possible, however, that the "lightest" cases, those amounting to unlawful assembly and such, would be civil matters (a fine, no jail time beyond time served at arrest, etc.).

Civil I assume. Other crimes such as rioters, looters, arsonists, murderers, and assorted violent seditionist types should not be released.
