Should smoggy cities like Los Angeles encourage people to drive Electric Vehicles?

If a city has a dangerously dirty air, does it make sense for them to have special regulations that are more strict than the rest of the country?
The smog is much better now, but it still causes problems for some people.
I grew up in this city. From 1977 - 1984 I was a swimmer. I spent about 9 hours a week doing swimming workouts even on smoggy days. Now I have lung damage.
Now I have a job driving people all around here in a government subsidized Electric Vehicle.
