I have made no commentary on the merits of the strategy.
The Biden administration clearly wants both packages to pass. They strongly support both packages. I think they've probably played it mostly right.
They calculated that the only way to pass both packages is to connect the two.
One side is only willing to pass one package. The other side wants both packages.
The side that wants both packages says it's all or nothing. We will only vote for both packages combined.
The question was asked why harb is combining too. I pointed out that the two are being combined by democrats and the white house. It makes sense to discuss the two in tandem since they will only pass in tandem because that is what the White House wants.
The GOP does not want to connect the two. They want to pass them separately which is why Johnson is trying to play games to have them voted on separately despite the fact that they'll be transmitted together.
