I eventually get a person on the phone who asks me all my info, and then asks me my address. I give my current address, and they tell me that I have not passed the security screening and they may not talk to me about my account. I ask if that means I already have an account, which I don't remember opening, and they say that they cannot tell me that.
So Vanguard may or may not already have an account in my name, but will not tell me that unless I know all of the exact information about the account which may or may not exist with information that may or may not be wildly out of date.
Kafka would be impressed.
