That they were still loading people into Raven Rock meant that either the bomb went off in Chicago, the President retaliated, or both. I get that it was meant to be ambiguous, but timing was such that if they were filling that bunker, then the war was on.  Previous Message How could you possibly think it was clear was happened, given that director and writer have come out and said that they intentionally wanted the ending to be ambiguous. Give that the intent of the movie was to show what the actual procedural process for when there is a nuclear threat, I thought the movie was absolutely brilliant. Man, that was one of the best movies I have seen in a very long time, but for some reason, the streaming ended before the movie was finished.
