have to change some safety regulations but it does seem like many tiny cars are indeed already legal here.

Doesn't get much tinier than a Smart car, which are still street-legal as far as I can see. I guess they stopped selling new cars in the US in 2019, so maybe he thinks they became illegal. Or maybe he's talking about some kind of covered Segway or some shit?
