Every once in awhile, a state or agency will announce these big operations that recover dozens of kids. 48,in this case (though only 9 arrests). The operation lasted about 2 weeks.
Apparently, it's super easy to find and recover kids. It just takes a concerted effort. So why don't they just do that more regularly?
