I think it's reasonable to think that the officer that did the shooting believed at the time that she was trying to ram him with her vehicle. He's at the front corner of the SUV, he sees/hears/feels it start to accelerate, it makes contact with him. The first shot goes through the corner of the windshield. From the front. To me, that shot can be argued as self-defense. It's a split second and he's not looking at her tires to see they're not pointed at him.
However, the self-defense argument then falls apart here:
with the 2nd and 3rd shots that are from the side and through the driver's window. It seems like these are the ones that kill her. They're point blank. The vehicle is past him. He's on the side of it. The imminent threat to his life is gone. She's accelerating away.
