If Trump's ICE was ever about apprehending criminal undocumented people, that ship has sailed. Further, even if they pivoted to strictly focusing on that, they are no longer able to achieve the mission without terrorizing the populace. Turns out that having 18 Belligerence and 0 Accountability on your character sheet is detrimental to your public image.
