It means the total amount of water that is sitting on various mountain tops in Colorado in the form of snow is WAAAAY lower than the lowest year from the last 20 years. Probably means less water running into all the rivers that snow trickles into as it melts. Which means less water for irrigation. And! It probably increases the chance of big forest fires later in the year. And if it's like this in Colorado, it probably means the same for other mountain states. Which is bad!
