There is no obvious reason to award the 2034 Cup that way and say that Africa and South America were excluded. I suppose he gave SA the 34 Cup as part of this plan. You get the Cup and help get this new business entity set up with your money and me in charge with excessive pay after my time as head of FIFA ends.
