I'm 90% sure the source of the noise is the tree / bark of the tree, and not the fence, if that matters.
I'm trying to think of a way i could put a pad, and/or some kind of slippery surface between them? If you google "slippery pad" you get exactly the opposite- pads designed to grip / make things NOT slippery.
What am I not thinking of here? I actually thought of just tying a silk handkerchief around the tree and the fence piece- i think that would get me most of the way there.
