So, I guess to get to the basis of it, the essential question is: Why are bills so complicated and complex?
This current infrastructure bill is a good example, and I'm going to REALLY oversimplify here, but why are the environmental portions of the bill in there? (I know the complicated current political structure answer...) Why have we gotten to the point where we have five political issues seemingly mashed up in to singular bills, as opposed to, say, more bills that are straightforward, i.e. here's a bill for 1 billion to fix bridges, here's another bill for 1 billion for electric car production, here's another bill for 1 billion for amtrak, etc.
Again, I'm not completely ignorant to the answer here, but I'm trying to get a better grasp.
