If the cases keep rising. All states should be in the clear, but there is still a little risk for MLB
if it ever shuts down again.
Their #1 wish is to have fans in the stands and guess which states are more likely to allow that.
It's risky to move it to Chicago, Seattle, or a California city, then suddenly get hit with a covid lockdown and no fans allowed.
