Part of the idea to allow the revenue sports to have the one time waiver like all other sports do was because the waivers were such a mess. Inconsistent decisions and the NCAA not having enough staff to really deal with all the "hardship" cases.
So my expectation was there would be very few granted. But with NIL in the picture, seems like there will be some athlete that will take the NCAA to court if they are denied a waiver that prevents them from earning that NIL $$$. So maybe it truly will be free agency every year.
