More car stuff

So, our 2023 SUV which we bought about 14 months ago used to get 34+ MPG on the freeway and 32.5 around town. For months now, it struggles to get 29 on the freeway. Worse in town. I was thinking something was wrong and I asked the service rep about it recently when I had it in for an oil change. He mentions CA "winter gas blend" compared to "summer blend". Says it might be that. Well, CA changes to summer blend in early May, and sure enough my last fill up got me back to normal. Car has more power now too. So...... in the winter, we are paying the same price for diluted gas. Less BTUs. More shrinkflation. They say it's for less emissions, but if we have to burn 12-14% more of it per mile, how does that work out I wonder?
