I have worked in the import and export business for almost my entire career with marine carriers. When Target or Walmart or whoever buys stuff from overseas part of the import process is the paying of customs duties and tariffs in order to take possession of the goods. Target pays. Walmart pays. The overseas country selling the goods does not. And if Target and Walmart pay, it's up to them to decide how much of that cost gets passed on to us, the consumer. A tariff can be high enough to impact sales if the import buyer decides not to buy something or find it elsewhere and the country of origin may decide to retaliate with their own tariffs on US export goods. But we gain nothing.
