If you had already put a sig in your email while you were on webtv and then it was transferred over to the outlook server, then your sig would still show up because it's been saved to the outlook server.
On the otherhand if you made the sig in outlook after you were transferred over to outlook, then making a sig is probably something outlook took away from us.
I wasn't on webtv when email was transferred over to outlook but I do have an msn.com account and I sorta remember being able to put a code in the body of my email and it showing up after I sent it. I think the sig had to put in first and that you wrote your email message below the sig code and I sorta remember not being able to use the beginning and ending html in the code---or it could be that I'm remembering how to do a sig in Thunderbird and that I never made a sig at outlook.
To get the code for your sig just right click on an area in the email that's not occupied by your sig and choose View Source. You'll get the whole code for everything in your email so you'll have to wade through that to find your sig code.
