According to the official site powder is more effective than liquid that's why they mention sample 1" pack is always powder. They don't mention it clearly on the website but offering sample as powder is true indication of powder being more superior to liquid. Nevertheless I tried the liquid pack of 4" to grow 5". Both are equal but powder is more superior imao.
