OK to be honest I understood before that if the price is over 2600 Ivory Coast and Ghana will put the extra money aside and will compensate the farmers up to the level of 2600. Now from what FT is writing I have another understanding quite different:
"a fixed price premium of $400 a tonne over the benchmark cocoa futures price, for every contract sold by either country for the 2020/21 season."
