One point though, it is misleading to say: "In the end of the day the fact that they are selling 2020/21 crop not 2019/20 one tells you who needs money more".
From what I have been reading, Ivorian and Ghanean authorities are selling the contracts this period in advance for a long time already. It is therefore not a new practice. I think it only reflects the needs of in this case the producers to secure minimum prices ahead of the futures crops.
