Hi Dave, after the removal of the majority of the hereditary peers in the 1990's a few were left to assist in the transition. I would imagine these ladies pictured are the wives of those left. They generally dress as has always been the tradition in evening gowns and tiara's (despite the fact it's late morning). As one very witty political commentator said upon the Queen's arrival they give her a Mexican wave of curtsies.
As an interesting aside Jamie Lee Curtis, who is married to a peer, attended the very last Queen's speech, whilst all of the entitled hereditary still peers sat.

As you can see it really ended up cheek by jowl (and still does) and also the one she attended possibly the last great tiara event ever in the UK.
I did not know that persons still wore tiaras outside of the royal entourage at State Openings of Parliament. But I saw this while scoping and decided to share. Please view below.
