I suspect that the gap appears larger on Deborah Devonshire at the 1953 Coronation because the top section of the necklace is fixed to the neckline of her gown and so the centre of the top is not allowed to hang as it would if worn around a lady's neck. That scenario does not apply to Evelyn, Duchess of Devonshire's use of the necklace as a stomacher as both the upper and lower sections of the necklace drape in the same manner as if worn around the neck.
I think that Mauriz has solved the puzzle.
The photo of Deborah Duchess shows quite a large gap and that must be the current setting, it could be it depends how it is draped
