Am a bit surprised that these jewels are coming up for auction. I thought the Al Thani collections were dedicated for a museum. But it shows that all of these things does have their time and successive owners. I hope the next buyers create some kind of family foundation to keep them intact but I am certain it is tax regimens that bring about the sales of these works of art. There should be a law against taxing persons for property that does not make money such as vacant land or jewels sitting in one's vault. One should only be taxed on assets turning over profits or gains, so like if one has a hotel on their land then that property should be taxed.
