One possibility is that it is the brooch given to Princess Alexandra when she opened a bridge in July 1961.
While the centre of the brooch could match the description of the wheatsheaves of Cheshire, I doubt if the floral section with the rubies matches the description of a rose of Lancaster. Against that, the floral section (with the rubies) does have a diamond centre, so perhaps it is meant to be a highly stylised rose of Lancaster -- but!
