The reporter who wrote the 2019 item got the precise history a little confused. The original report, which the paper re-printed, said that the jewel had been given by Lord Rosebery (husband of Hannah Rothschild) after his wife's death to their eldest daughter, Lady Sybil Grant.
When Lady Sybil died in 1959 she left a life interest in the jewel to her sister, the Marchioness of Crewe (mother of Mary, Duchess of Roxburghe). Then the jewel was to be given to the Corporation of Edinburgh. The Marchioness waived her interest in the jewel and asked her brother, the then Lord Rosebery, to hand the pendant to the Corporation. The presentation was made in the name of the two sisters.
I checked in the papers of the day and all carry the same information.
