To me the nacklace is too small for being before the skeleton of Queen Astrid 's tiara.
This remains unsolved .

Grand Duchess Josephine Charlotte gave to Van Cleef e.a. the emeralds of Her mother's cross to realize the peecock tiara.

Adding 10 arches to her belgian 9 Province tiara coasts a lot of diamands and this was not paid by the belgian State.
To me Princess astrid sold the base of the Stockholm tiara to reduce the coasts.
PS I don't know what was the reaction of the belgian Nobility at that time to see their present completely changed ?

I didn't take part in that discussion because I know so little about the Belgian royal jewels but, as Vincent Meylan said, a lot of what you suggested makes sense. And, of course, as Vincent Meylan did the history of Van Cleef and Arpels, he knows which jewels the Grand Duchess Josephine Charlotte had inherited from her mother which were dismantled to make her tiara/necklace. So that accounts for some of the emeralds.
But the tiara had always remained a mystery until you put forward your theory. As our current information stands, I am persuaded by your theory. I think it makes a great deal of sense.
It is so unfortunate that all your images are no longer available, but there are sufficient other images to help us understand what you were trying to illustrate. This is a fascinating topic.
