Regarding the sale of these jewelry - there have been several attempts. Most recently the government has given its assent regarding the sale, but so far none has taken place.
The jewels have recently re-appraised though.
I've never seen a picture of that tiara in her possession, but it is still a possibility.
The ones we know are only those which were confiscated by the government. The real number could be much higher - and hidden from view.
During the latter years of her jewelry buying spree, Mrs. Marcos had decided that she no longer wanted 'new' jewelry but would only buy 'historical' jewels. So I think it's possible that she could have bought that tiara, though I don't have any proof of this (yet).
For example, she is also said to have bought a large diamond called the 'Idol's Diamond'. There are several reports of this and yet it is not included in the confiscated jewels, nor was she ever photographed in it. But several society insiders have confirmed that she has bought it.
So the real extent of her collection is really unknown.

I thought she wore the Cartier tiara then, but on second glance it looks like a different tiara and unlike anything in the government's possession. Which brings me to my point that most of her collection is still undocumented.
