I haven't seen the Duchess of Kent's will, although it is available. I seem to recollect reading some where that she left everything she owned to Prince Albert. He was definitely the sole executor of her will.
In her Journal Queen Victoria recorded on 18 April 1861 that, after lunch, they went to the room where the Duchess' jewels were set out. After reflection they decided that she would keep the amethysts plus a miniature of George IV which the Duchess wore and that they would be made heirlooms.
Other diamonds were divided amongst Alice, Lenchen and Louise.
The row of largest pearls plus earrings and brooch were set aside for Princess Beatrice.
The diamond fringe was set aside for Princes Alfred's future wife.
Queen Victoria recorded that they chose valuable souvenirs for her sister, Feodore, but did not state what they were.
Given what was in Queen Victoria's Journal, I suspect that the Duchess either left the decision on the disposal of her jewels to Prince Albert or possibly even left the jewels to him.
