Queen Luise recieved a lot of expensive gifts from Alexander I. during the visit of the prussian royal couple in St.Petersburg. Amongst them where also jewellery. A necklace would be quite possible.

I think that you will find that the necklace was associated with Maria Feodorovna, wife of Paul I, not the Marie Feodorovna wife of Alexander III.
Duval was an active jeweller in the late 18th and early 19th century, so the maker suggests the wife of Paul I.

I have never seen this necklace before but it was displayed at Tefaf Maastricht as "The enchanting necklace with Brazilian pear-shaped pink topaz and diamonds from Tsarina Maria Feodorovna wife of Alexander III from Russia. A design from Russian court jeweller Jean Francois Andre Duval."
