I don't think its true that all Grand Duchesses would be required to wear one/have one, if that was the case there would be a lot more in existence/photographs of them wearing them.
For example I have never seen a picture of Grand Duchess Ella, Victoria Melita or Maria Pavlovna the younger wearing a traditional fringe tiara, although the latter's mother Princess Alexandra of Greece (daughter of Queen Olga) certainly had one.
Of course its entirely possible that all of these women had a diamond kokoshink but were just never photographed.

I'm still working on my Fringe Tiara article (I swear its going to be the death of me, but what a way to go )
So, we know that the tradition of the Fringe Tiara/Kokoshnik would have started in 1825 with Nicholas I and his drive for Russification. Eventually all the Imperial Grand Duchesses would be required to wear one.
So I started thinking about all the Imperial Grand Duchesses when it occurred to me that I have never seen Queen Olga of Greece in a Fringe Tiara/Kokoshnik.
Do you think the Greek Emerald Tiara would have been sufficient or did she have one and I've missed it?
