Who is Victoria, the Princess Royal?

In her will Princess Mary, Duchess of Gloucester (sister of William IV) bequeathed bracelets with the cyphers of William IV and Queen Adelaide to Victoria, the Princess Royal.

Is anything known about these bracelets?
