Indeed, it is the long riviere necklace (38) divided into necklace (26) and bracelet (12).

CORRECTION:
The diamonds in the short necklace seen in Frank's photos are smaller than the ones worn by Q.Letizia at this state banquet.
I think Beth is right and this must be the long Queen Ena Joyas de Pasar diamond collet necklace shortened with some of the extra collets worn as a bracelet.
Queen Letizia wore this arrangement in Tokyo for Emperor Naruhito's accession ceremony in October 2019.
