Queen Astrid was Queen not only 2 Summers and had not the time to receive Sashes.
Queen Fabiola never wore Sashes.
Queen Paola wore Foreign Sashes but never wore the one of the Leopold Order.
Queen Mathilde is the first Queen to wear the Sash of the Leopold Order.
When you say first glittering event of Queen Juliana in 1938 are you perhaps referring to her enthronement as Queen in 19 48 ? It is the only event I can think of where Queen Elisbeth is photographed in the Netherlands at a gala event during the reign of her son King Leopold III. The fact that the King himself was not present is likely due to his situation at that point, being still in exile.
As for this being the first time a Belgian Queen was seen with a Sash is not completely correct. It is true that the Belgian Queens were not frequently seen wearing Orders. But Queen Marie Henriette, Belgian's first Queen, had in fact been awarded several Orders. And she is seen both in early paintings with a Sash. I was even able to find a photograph of her wearing one (but that was the only one I could find):
Maybe the photograph was taken before she became Queen though. That I don't know. And I am not able to identify the Order to which the Sash belongs either.
