It is/was a sapphire brooch.
For the Devonshire House Ball in 1897 the Duchess of Teck wore it pinned to the lace outlining the neckline of her dress.
After her death the sapphire brooches went to her daughter-in-law, Princess Alice of Albany (later Athlone)
