There seems to be some debate as to whether these are the same.

The design is so similar that it's tempting to say they are the same, however some of the details look different but the photos of QEII are not very good resolution. The proportions look slightly different but this perhaps could be the angles the brooch(es) were worn and photographed.
As QEII had many hundreds of brooches there are a number of examples of duplicate brooches and brooches that are very similar.
What do other people think?
