Beth, from what I gathered from the entailed article you provided is that the tiara was originally made for Queen Geraldine of Albania in 1937 0r 38 but was sold off in the 60's by her and her husband King Zog 1st as they were living in exile and had hit on hard times. There was an auction and as a result it was acquired by the husband of Mamdouha Bobst who presented it to her in 1966. But this is only my understanding unless there is something I'm missing.

The magnificent jewels were auctioned by Sotheby's in 2016 and were from the collection of Mamdouha Bobst, a famous philanthropist.
