Re-sizing the Diamond diadem Archived Message

I came across a photo of Queen Victoria which suggests to me that she had an inner frame/base to the diamond diadem which appears to have been too big for her.

In paintings it always appears that the diadem rests directly on her head in the same way that it is worn by QEII, but the photograph from the wedding of the Princess Royal shows otherwise.

I presume that for Queen Alexandra and Queen Mary to wear the jewel on top of their hair it had to be re-sized which, in a complete circle, would have necessitated considerable detailed work.

Yet, Roberts says that only small alterations were made for Queen Victoria in 1838, for Queen Alexandra in 1902 and for QEQM in 1937.

Could Roberts be somewhat mistaken, or am I misjudging things?
