A link to a video showing QEQM wearing the pair of brooches Franck has been endeavouring to find information about.
The video shows a visit to the British Industries Fair on 15 February 1937. From time to time in the video I fancy that I can see the second brooch showing amongst the flowers.

Once again I have not been able to find a description of HM's jewels on this occasion, although the dress and hat were in a shade of dark brown.
For the visit to the British Industries Fair, HM was wearing the same dress and coat she wore when departing from London in December 1937 when she also wore these mystery brooches.

When she wore the same brooches on the centre of her dress at a garden party in 1937 her dress was described as being ecru in colour. Because of the dress colours, I suspect that the brooches are emeralds. Sapphire or ruby would not work well with a dark brown.
Hopefully, some day I will find a description of the brooches.

Following on from your logic above regarding the brooches being emerald (which I concur), I started considering the options.
Regarding the brooch on the hat, I suggest perhaps the Delhi Carved Emerald Brooch. My reasoning includes: - Both the brooch on the hat, and the Delhi Carved emerald have a six sided emerald in the middle. - The Delhi Carved brooch has four terminating diamonds around the cardinal points e.g. top, bottom, left and right sides when looking straight onto it. In the photos contained within your post, it appears at times that the hat on the brooch also have these four cardinal points (although it’s not clear enough to say 100%) - The slightly larger size (than that the lapel) aligns with the larger size of the Delhi Carved.
I’d be interested in everyone’s thoughts regarding this possible suggestion.
As to the brooch on the lapel, it reminds me of the central stone within the Scroll Cambridge Emerald Brooch. Indeed, the brooch on the lapel appears to be a sugarloaf emerald, matching the scroll brooch as well. However, were this to be the case, then the entire ‘scroll’ parameter of the brooch would have to have been removed- which I find unlikely....
