From the picture link, the tiara as you have identified looks like it encircles the wearer's head as one of the surmounts can be noted right in the back leading me to believe it's a full crown. And, despite the impression given by the photo Dave gave us a link to, it is a tiara. As Janet said it was worn by the current Marchioness at her wedding in 2013.
