First item on the agenda was to approve the consent agenda.
Council approved a request by Melanie McNary Whitley to use the community center at reduced rate to host a Christmas party for the Navy, Marines, and Coast Guard service members selected from NAS JRS Fort Worth. Saturday, December 10th 10-2 is the tentative schedule.
Council approved a request from the community center to use money from its dollar fund to buy a lawn mower for the community center exclusively and new chairs. Council approved 2500.00 for now.
Council approved authorizing continued participation with Atmos Steering Committee and approved payment of two and one-half cents per capita to Atmos Steering Committee.
Council approved the library to use funds from its dollar donations in order to attend the TLA Leadership Seminar. Cost 1400.00.
Public Hearing to receive testimony on the substandard property at 901 Churchill. This property came up several months ago. The gentlemen was in bad health at the time and council had extended time to get the home off the substandard list. He has several vehicles. All apparently run, but only three are licensed and tagged. So our current staff consider them junk vehicles. In the past, a running and driving vehicle was not considered a junk vehicle if it was parked on a approved surface. The house also has issues with windows and the roof. The homeowner stated he had received insurance money for the roof, but they are still negotiating over water damage inside the home. Council member Ashton wanted to give the homeowner another 89 days to bring the home up to code. JoAnn Butler and the rest of council felt it should only be given thirty days and if he shows progress they may extend it. After that discussion, Councilmember Scott read the substandard form which stated the homeowner has 30 days to bring the home up to code and the lien holder has an additional 30 days after that. If no progress is made by the 61st day, the house is coming down according to Mayor Earwood.
Public Hearing to receive citizen comments on the substandard property at 5116 River Oaks Blvd (the old Super Save building). The current lease holders were in attendance representing Elrod's. They were requesting more time so they could find a renter who would then bring the building up to code. They claim they had only recently signed the lease on the property. The mayor and David Vega spoke up and disputed that claim. David Vega also made several claims about a contract with this company to bring the building up to code that expired the day of the All American Celebration. Council member Butler then read the standard substandard form informing the lessee that they have 30 days to bring it up to code and the owners would have an additional 30 days to bring it up to code or the city would bring the building down. A part of the substandard legal form states testimony given at this meeting makes the building substandard. This is the first time I have seen this building on the council agenda as substandard and no information was presented at this council meeting showing where and how it is substandard. You would have thought they would have presented pictures and testimony of what is wrong with the building as they have on other property.
Next item was 2017 board and committee appointments. The mayor requested that this item be put on hold to reconfirm who wants to serve or not. It was also brought up by Board Member Gordon two of the applications don't live in the city.
Council approved sending two council members to this years TML annual conference in Austin, Texas. Gordon and Ashton are the two council members going.
Staff report on substandard houses: Only the new to report 1900 Almena is now in court. 1905 and 1909 Black Oak are now in court and 5600 Taylor Rd has a new owner.
Only staff report was by Fire Chief Shelley,stating the new fire truck should be here in August and they are planning on having hot dogs and a little party to celebrate the new truck and then will end the evening by doing a fireman tradition of pushing the truck into the fire hall. I guess you could call that the Ford Tradition!! Just joking. This tradition goes back to the days of the horse drawn fire engines.
Public Forum: The mayor commented on the huge success of the All American Celebration and how people were parked all up and down the blvd. It looked to him as big of a crowd as they have ever had.
