As a Permanent Resident of Mexico, if one wishes to occasionaly drive back and forth between Canada and Mexico there are two options: to go through the process I experienced or have a partner/spouse who owns a vehicle and crosses into Mexico as a tourist with a Temporary Vehicle Import Permit. I think a Canadian with a Mexican Permanent Residency would have difficulty crossing into Canada with a car purchased and licensed in Mexico.

I was unfamiliar with Mexico's import requirements when I undertook the process. I expected it to be expensive, but could not find anyone's first hand experience on the internet.
I bought my Ranger new in 2006 with the intent of gradually upgrading and transforming it into a "stealth camper" that I would use to travel in many countries. A "new flashy" pick up truck wasn't suitable and I did not want to buy someone elses "problem" vehicle.
In Part 3, I outline the difficulties as a Permanent Resident of Mexico bringing a "bought in Canada - later imported into Mexico" vehicle back to Canada. It requires "due diligence" before undertaking. But, the opposite: i.e. being a Canadian citizen and a Permanent Resident of Mexico precludes obtaining a Temporary Vehicle Import Permit in Mexico.
There could be several reasons for taking on the expense and stress of importing a Canadian vehicle into Mexico. After May 15 the airlines in Mexico refuse to accept transporting pets in the "hold" for the remainder of the summer. Perhaps, sightseeing through the US as opposed to flying is a motivation. Or, in my case, enjoying the flexibility of freely crossing the borders.
But, adequate due diligence to ensure your vehicle can return to Canada is required.
