Yes, I agree, very important!
I just wanted to add that for the last 2 elections, we used Fedex (via Estafeta in Melaque) to send our ballots. Yes, more expensive but that way I knew our ballots would get there.
Of course, best is for someone returning to the States, to mail it over there.
