According to this thread from March the place to pay is a shop across from the garden center near the entrance to La Manzanilla. If you have a cellphone and a debit or credit card you can pay using the CFE Contigo app online. The bill does not have to be in your name to pay it. It's very convenient.

I gave Juan the money for mine on May 20. I'm glad I have a landlord now that the CFE payment schedule is no longer posted.
